XML Template Not Defaulted in Russian language

Hello,

  We have a multiple Reports failing with the following error:

Concurrent Program Request is not able to find an XML Publisher template for your program. Please review the setup of your data and template information for the program using the XML Publisher Administrator responsibility.


and once we click ok we get one more message:

FRM-41072: Cannot create Group req_layout.


On investigating I found a Patch 8563095, So I wanted to confirm that mention patch will work for 12.2.3 instance too.
