Should we be paying for OTL and Time Management licenses with 12.2.4?

Our licensing representative tells us we no longer need to pay for support of Oracle Time Management, because we are paying for Oracle Time and Labor support. We have recently upgraded to EBS 12.2.4. We currently use OTL rules to calculate overtime on timecards. Are time management functions and objects within the HXT schema now supported with an OTL license, alone? Can anyone direct me to a resource that details what is covered in a support license for a particular product and version?
