Embedded BIP table layout issue

Hello All,

We are working with BIP 11.1.1.5.0 with E1 9.1 TR 9.1.4.4.  We are using Office 2010.  I am working on the R42565 and am having an alignment issue in the Word template.  I have attached a sample rtf, xml and output for your review/play.  The issue is that when a table is created by a header template call it is offset to the right slightly.  When a table is created directly in the header, it lines up exactly as in design view.  Our business people like borders around everything, so it becomes very evident when the tables are out of
