Where to find the rule and alert with send to email address?

We are using OEM version 12.1.0.2.0

The former dba setup with some alerts and rules, that if the databases that OEM monitors went down, it will automatically send email to certain people. I want to modify the list of the emails that alerts sent to. Where can I find the rules to edit the email list? Please advise. Thank you very much.
