Non Unique and non sequential Line Id in Sales Order

Hi,

We are facing issue while creating transfer order P4242 that sales order line numbers are not starting from 1. Example if I add a single line the LNID shows up as 35..sometimes line Id's are not unique and we get error message as

0508 Line Number Must Be Unique  

I also blanked out processing option # 22 for P4242 but still no help.Please advise how to resolve this so that line numbers start from 1 and are unique.(This is stopping entry/processing of transfer orders)

(We are on WS A 7.3 cume12 )
