Can't merge User to Employee

Hi,

I can’t merge this Person Record to an Employee Record as usual.  The top one is an employee record and the bottom one is not.  I thought I should be able to merge from non-employee to employee.

Please suggest or share any relevant Doc.Id to understand this functionality.
