JD Edwards Change management not updating JA ledger

I have come across an issue, where few change requests are not updating JA ledger.

Have you ever encountered such issue or know about the possible cause for this.

Please find enclosed sample data from F5133 for this, showing few lines from CR marked in green are not updated whereas few from same CR has been updated.
