How to install SRW package when no PORTAL is installed?

I have seen the instructions for installing the Event Driven Publishing API package SRW in a database, but the native approach assumes that there is a PORTAL installed in the same database.  These instructions indicate that the individual scripts are available for installation without Portal, but I have not found any instructions for how to do this.

We do have Application Server 11g (Web Logic Server with Forms and Reports, but no Portal), but I'd like to use the API for report job submission from PL/SQL and handle the output myself.

Are the instructions I need available?  If not, has anyone done this successfully and can you provide some guidance?
