Tools Release Upgrade from 9.1.3 to 9.1.5 - Development Code Freeze

We are planning for TR upgrade from 9.1.3 to 9.1.5, we have one Deployment, 1 - Dev, 1- QA, 1-PD AS400 enterprise servers, if we start upgrading Dep & Dev ES server we want to freeze the code movement from DEV to QA, and any emergency situation we would like do the development in QA and to promote it to PD, so would like to understand in that case 9.1.5 TR having JDE.INI file password encryption, is it still possible to do check out/check in QA fat client to Deployment server and do the promotion & build to Production?  Just
