For a PY910FB full package build, how does the impspec_py910fb file get created? Why would this file

Instance/environment:

App release:   9.1

Tools release:  9.1.5.3

Platform:   Windows Server 2012 R2

Database:  SQL Server 2012

Web:  WebLogic 12c  (12.1.3.0.0)

JDE HTML Server:  9.1.5.4

Symptom:  All UBEs were failing to submit from the web client.

Workaround:  Created the 'impspec_py910fb' file by hand, restarted services and UBE's started submitting normally.
