E1: UPG - Get Proc Address for ITCEAlterTableEx failed.

Our situation is a bit unique where we are merging our Dubai instance (on ERP8) with US instance (on 9.0) with data only upgrade. 9.0 release is on 8.98.1.1 and we have latest planner ESU applied. About 200 tables converted to 9.0 successfully but a majority of them fail with single error saying 'Get Proc Address for ITCEAlterTableEx failed.' in jde.log and no TC log formed.

I also tried to capture debug log but except the above error, nothing else is informative, Any suggestions here are highly appreciated.
