Usage Check_ON_hand column in WSH_SHIPPING_PARAMETERS

Does anyone have idea what is the usage for column Check_on_hand in table WSH_SHIPPING_PARAMETERS, we have 12 org defined, and only one org have "N" value in the table, the others are null for this column. There is no related field on the shipping parameter form, question is how can I update from "N" value to null value? thanks.-Wei
