PR in incomplete status for min max run

Hi Gurus

My requirement is as follows.

When PR is created from Min Max planning report, that PR should be created in in complete status.

The requester who runs the min max, he should manually approve it.

But as of now the PR goes to approval from requester to next in hierarchy without any manual intervention.

Import and submit are 2 actions which are visible for requester.

I have tried the INV:Minmax Reorder Approval profile option for both as in complete and requires approval.

There is no change in appproval behaviour for the Requestor.

Please suggest how can i
