Siebel SCOA - Export Web Service (Outbound Service) not working

I am trying to integrate ATG Product Catalog with Siebel. SCOA setup is completed for the same. while exporting a product from siebel, getting following error

ObjMgrLogError10000000255ed34ac:02015-09-07 13:49:06(factory.cpp (448)) SBL-EAI-08027: There is no active Outbound Web Service named 'http://service.scoa.siebel.oracle.com/:SCOAExportWS'.

Can anyone help to resolve the above issue as we are not able to complete ATG - Siebel Integration due to the issue.
