12.1.3 RUP3 patch 20203366 Failing on GMF, GMD, and CZ xdf files - locking SYSTEM account

E-Business 12.1.3 on 12c database.

Changed the system password on the source system and successfully cloned to test instance.

Applied pre-requisite patches

Applying patch 20203366 and it fails:

           FAILED: file CZ_MODEL_NODE_OBJ_TYPE.xdf on worker  2.

           FAILED: file CZ_MODEL_NODE_TBL_TYPE.xdf on worker  3.

           FAILED: file GMD_SAMPLES_REC_TYPE.xdf on worker 11.

           FAILED: file GMF_RSRC_TYPE.xdf on worker 16.

The adworker log errors are the same for all four:
