Why was the bug fix reverted when P41202 did not match P41024?

Summary Availability lot status does not match Work with Item Locations?  When the lot status is updated on F41021, it shows on Work with Item location but does not show on Summary Availability.

The Bug report shows it being fixed then changed back to what it was?

I don't understand the logic of doing this especially when the summary availability makes it look to be available and NOT on hold.  That just doesn't make sense to me regardless where the status information is pulled from.

Would someone care to explain this to me so I can explain it to the client????  See attachment.
