EAM Work Order in INPROGRESS PENDNG status

Issue EAM work orders in INPROGRESS Pending status. It does not allow to do any modifications. I saw a table updating this pending flag. I do not see anything which is pending related to this work order. How to see what is pending with this work order? Can we directly update flag to N and do further processing with this WO. Any Idea? I am also not able to find what s pending?
