Password lockout policy in Siebel with Oracle DBMS

We are trying to setup a password lockout policy with Siebel 8.1.1.3 and Oracle 11g database. After setting the wrong password attempts to 3 in the database we see that the behavior is not constant with Siebel. Has anyone set the password lockout policy with Oracle and Siebel applications? Please let me know if there are additional settings that need to be done from Siebel so that it propagates properly.
