Is it possible to terminate or expire a subscription item?

The client will terminate a contract for subscritpion item with usage that is Install Base Trackable.  The termination is done from the Service Contract.  When the user goes into the install base to terminate or expire the subscription item - it will not allow any changes to the status.  Is this standard functionality?
