sys user can't login with different operating system user

Hello. I want to login sqlplus with sysdba and sysasm . But I can'T success. I have 2 users. oracle (I can login with every users) and sysbase (I can use RA_USER which is not dba) . I want to sqlplus ASM_MAINT as sysasm@ASM and sqlplus / as sysdba@ORCL  but these commands not work. What should I do? I can login in oracle user. I can't login in sysbase user. I'm using ORACLE 12c RAC system
