Popup View not displayed

I've got a requirement to display a parent-child view with a press of a button.

So far I've created a test view and assigned it to screen. I've registered the view and assigned it to my resp in Siebel.

If I do the SWECmd=GotoView I get the View to load with no issues.

But when I click on the button on UI nothing seems to happen. Before adding the view to a screen I got error about not having correct privileges to see the view which was bit confusing

My PC is added as trusted site to IE and the popup blocker is disabled.
