F9 and Siebel Native eMail Client - Body not editable

In Open UI 8.1.1.14 ps 5 we are exploring the possibility of implementing the use of Siebel native email client.  In Bookshelf (Siebel Innovation Pack 2014: Sending Email Messages Using Native Siebel Email Client) point 9 says: Optionally, enter and format free-form text to modify or add to the template text. So the email body should be editable, but it is not. 

HTML is the setting for the Send Email: Default Message Format preference in the Outbound Communications view of the User Preferences screen, and the templates do have the HTML Template: box checked.  There are no read only settings or user properties.

We need the email body to be editable.
