Standard manager processing a concurrent request intended for Specialized Manager only

I have a combined rule ( combination of programs) EXCLUDED from Standard Manager and  INCLUDED to run in a specialized manager. However, when I reviewed  the concurrent requests most of them were ran by Specialized Manager but there were of them ran by Standard Manager. I don't know why some of them were ran by Standard Manager but it was already EXCLUDED. Any thoughts?
