How to get Task wise cost raw cost

Dear Experts

I want to get Task wise cost raw cost. I am using pa_accum_api.get_proj_accum_budgets but it is giving 0 for each task which is wrong. Code is attached for reference. Correct me if I am doing anything wrong in code.
