Is it normal for the database version to still be at 11.2.0.4.0 after applying the JUL2015 PSU?

I applied the JUL2015 PSU using opatch on both GRID and the DB without error. Both show up as installed via "opatch lsinventory" but my database and components still show version 11.2.0.4.0, is this normal behavior? I was expecting everything to be at version 11.2.0.4.7?
