Preference Profiles

I have created a new Document Set to be used for a specific carrier and created Document Set Preference Profiles for the new set and carrier combination (DS4 - screen shot attached).  When printing delivery documents for a shipment using the specified carrier the system displays the Documents for the newly created set as well and the documents for the default set (DSW) for that B/P.  What's the easiest way to set the preferences so that one set is used for one specified carrier and the other set for that B/P is used for all other carriers?
