Can we create a FDMEE application in Arabic?

We have a requirement that the user wants to see the FDMEE objects like Locations, Import Formats etc. in Arabic. As per the patch release of 11.1.2.4.100 Arabic is supported as a language in Mobile apps. However I am not sure if by selecting Arabic as Language in System Settings will convert the application in Arabic! We are using FDMEE version 11.1.2.4.000.

Any help would be much appreciated.
