Can a part contribute to a Price Break Header Discount Total without having the discount applied to

Example - customers receive a discount of 25% on sales with a value less than $100,000 and 30% on sales above this figure.

The customer adds a special part to their cart - this brings the total value of the cart to over $100,000 - that special part has its own discount matrix we would like:

* The balance of the parts in the cart to get the 30% discount

* Exclude the special part from the 30% discount.
