Anyone found a way to configure OAB to have enrollment suspended when simply adding children to exis

We are currently on 12.2.4 and using Self-Service (SSHR) to process our benefit enrollments.  We require our employees to submit a Birth Certificate whenever a new born is designated for medical coverage.  (Birth Certificates are NOT required for the dependents of new hires.) 

When an employee is currently enrolled in a plan option that doesn’t include children they must elect another plan option that does include children.  In these cases the Certification is triggered (for a Birth Certificate) and the election is suspended.  This is working as expected.

However, when an employee is already enrolled in a plan option that includes children they don’t need to elect a different plan option but just need to designate the new born. In these cases the Certification is triggered (for a Birth Certificate) but the election is NOT suspended.  This is not working as expected.
