Grant document Access automatically | Question

Dear Experts,

I would like to get your inputs for document access granting, usually, we can grant document  access to users via ACL or we need to do that from AD/Other , add users to active directory group(roles/accounts)

The business case is : user upload a document and send links to some other users, whoever receiving the email should have access to that document

when we send document link by email(Send Link By Email from WCC), only the person who has access to will be able to open the document, Is there any possibility to grant the access automatically , We are using, document accounts, ACL
