Workorders in released - Pending. Notifications have not been created.

We have make the setup, for the use of workflow, and NOT for auto approve, and we have setted up a primary department approver.

But now, when we create a work order, it gets as Released-Pending. But no notifications have been created for the approver or for any of the responsabilities user. Where can the notifications be? what migth be wrong in our configuration?
