How to enroll employees into different medical plans during Annual enrollment?

Situation: We are preparing for Annual enrollment and would like to enroll (default) 50 employees into a specific medical plan and the remaining 700 employees should go through a passive enrollment. Is this possible? Any tips on where I can read on how to create this set up would be greatly appreciated.
