Has anyone implemented the patch for Mexico Electronic Accounting?

We are implementing the Mexico Electronic Accounting patch for our Mexican subsidiary (Patch 20986633) and the setup doc as detailed in document ID 1934128.1 on Metalink has a few vagaries/inconsistencies that I need clarification for.  The screenshots don't always tie into one another from 1 step to many steps later.  Step 8 refers to setting up rollup groups.  I initially thought that it would be associated with the value set created for the SAT chart of accounts, which is the target COA for the setups.  Yet the screenshot for this step does not reference the value set name that was created for the SAT COA in step 5.  So I am wondering if the rollup group setup needs to be created and associated
