update claims created by another user

Created a group and attached to the AMS: admin group. Assigned this group to the resource. Now this user can update the closed the claim, especially can change the dollar amount. How can I restrict this. I wasnt claim users to edit their claim and other claim, but should not be able to touch closed claims.

Any help will be appreciated
