Budgetary control in R12.1.3

Hey guys,

I have recently done a setup of a Budgetary control. I am facing an issue the system is behaving accurate on Absolute Control but for Advisory Control it said this fund check needs no control. I really don't know the reason i have run the Maintain Budget Organization program and bounce the server after the application of controls but no use.
