Burst Field does not work

I setup a BIP for Payee Burst field but it is not working.

BIP output report should send 2 email to 2 different Payees one of them should have 4 pages of the report but system sent out 3 email instead of 1 email to the same Payee.

I have 2 Payees and it should send like these:

Payment Group    Payee#    Invoice                          Page                    Email

500091               100141      999, 888, 777, 666          1                           A

500092               100061      12345 - 12369                 1                           B

                                             12370 - 12394                 2                           B

                                             12395 - 12413                 3                           B

                              email B should be just 1 email

But system sent out the email and output like these:

Payment Group    Payee#    Invoice                          Page                    Email

500091               100141      999, 888, 777, 666          1                           A

500092               100061      12345 - 12369                 1                           B

                                             12370 - 12394                 2                           C

                                             12395 - 12413                 3                           D

                               System should only generate 1 email for Payee 100061 but it generates 3 emails.
