Reschedule out messages on the same day

We are on 12.2.4 on both source and destination instances. We see several ASCP recommendations to Reschedule Out the Supply , but there is no difference between the 'Suggested Due Date' and the 'Need by Date'. This is causing confusion to our planners. Any ideas what is causing this and how to fix this scenario
