FDMEE Data in AIF_OPEN_INTERFACE table not moving to TDATASEG_T

I created a location and data load rule wh/ uses a BefImport script (wh/ keys off Location) to pull FX rates from EBS and load to the Plan3 plan type.  I then created another location and data load rule wh/ uses the same BefImport script (but a different Location) to pull the same FX rates from EBS and load them to Plan2.  The BefImport code for Plan3 uses account, currency, cost center, company, role and version.  The BefImport code for Plan2 uses account, currency, cost center, company, product and version.  I can successfully load FX rates into Plan3; however, when
