Request help with R12.2.4 JSP will not change

Dear Oracle Support Community, I desperately need someone’s help changing an existing JSP page into EBS Release R12.2.4.  I have been beating my head against the wall for over a week just trying to get one JSP changed in EBS.  Please note that R12.2.4 uses WebLogic and online patching.  Also from what I have read R12.2.4 can only run in Production Mode, so to change a JSP you have to reboot the system.  It’s not just a matter of changing the “s_jsp_main_mode” parameter to “recompile”.  The system will not recompile the JSP automatically.  I have made changes to a JSP
