Can role-based accounts be excluded from changes to default password length, life span and lockout a

I need to change the default password length, life span and number of bad login attempts before the account is locked on my server.  We use both individual personal accounts and role-based accounts.  I want the changes I need to implement to only affect the individual personal accounts.  Can RBAC be excluded?
