Using project management self-service screens with budgetary controls

We have a business requirement to use the standard Budget approvals and Budgetary control functionality in Oracle Projects to control the spend for Capital projects.

However, we can either use the core Budget forms or project management self-service screens but not both (as per Oracle Doc ID: 1963084.1). The document states that the budgets cannot be upgraded to financial plans to be utilize the budgetary control functionality. Our requirement is such that the end user will be updating the budget and submitting it through the approval workflow (works as expected). Once the project budget gets approved and baselined (works as expected), the actual spend will be controlled by the budgetary controls that I have set in place. This works if the budgets are submitted through core Project budget forms but not through the self-service screens since the budget does not even upgrade to financial plan (
