Outbound SIP calling using just ip or e.164@ip

Hi,

At the moment we support domain based SIP routing using local-policies all calls. however I'm looking to add support for registered endpoints to be able to make outbound calls to non-registered devices using just their ip address or their e.164@ip. What's the best configuration to support this?
