RMA Return Reason Defaulting from header

Hi,

We have a requirement that we don't want RMA return reason to default from header to lines. After copying the original order to RMA order, we want the return reason at line level to be blank and force the user to select return reason.

We tried turn off default rule for return reason, but didn't work.
