Read only user property not working in MVG Open UI

Hi All,

We are in IP 2013 (patch set 17). The scenario is, user is creating a new address in MVG Applet and the available fields are country and state. If user choose any country other than "USA", then "State" field should be read only.

When  user is trying for the first time, it works perfectly for the first time but when user tries again in the same session, it is not working. The state field is editable when the country value is other than USA. This is working correctly in High interactivity Application.

Is this known defect in Open UI and is there work around or fix available?
