namespace:bipext, not working

Hi All,

We are using following namespace call to convert EPOCH date to 'DD-Mon-YYYY' format.

<?namespace:bipext=http://www.oracle.com/XSL/Transform/java/oracle.com.xmlpublisher.reports.BIPExtension?>

But the template is giving following error:
