Payables and Cash Management - EBS (MOSC)

Payments can be made in the Payment Worbench for invoices for sites that have been made inactive.

An invoice is entered and validated for a supplier site. The site is then inactivated. It is still possible to pay that invoice at the inactive site. Is this intended functionality? Customer is concerned that this is different from 11.0.3 (which they currently use!) when inactivating the site stopped everything.
