Siebel Services are not coming up after the upgrade from 8.2.2.4 to 15.3.0.0

Hi Siebel Guru,

I am having issue with starting the siebel services in SIP15 patchset 3. I have upgraded siebel from 8.2.2.4 to SIP15.3.0.0 and I have performed (Upgrep + IRM + Upgphys) process.The process completed without any issue. Also after the upgrade i performed full compile with the new SIP15.3.0.0 tools but the siebel services are not coming up. Is there any known issue with SIP15 version?
