Unable to connect via SQL Plus but TOAD is OK

No upgrades or patches have been applied to OS or DB.

We get ORA-28547 & ORA-03135 when trying to connect from an application server to the DB.

We get ORA-28547 & ORA-03135  when trying to sqlplus to the DB from servers.

No issues connecting to the DB via TOAD or SQL Developer.

Any clues on what the problem could be?

Our DB is now in the AWS Cloud.
