Can you restrict the number of active user accounts on the system?

Morning,

Question on Siebel 8.1.1.12.

We have a defined number of licensed users that are active and able to access the system

Is there a way of restricting the number of active users on the system to a defined number?

We can restrict it by one in one out policy but would also like the system to control the current number of active users on the system, is there anyway of achieving this?
