How to control lumpsum line level discount in amount range

Business required to control discount modifier - line level lumpsum amount between amount range i.e 1 to 1000 only.

So that when user try to apply manual discount on sales order line, system wont allow him to give more than 1000

Is there any way where we can configure this modifier in system.
